    The Department of Islamic Affairs and charitable activities in Dubai organized
    on Tuesday morning the “wills forum” under the title “wills and their impact on
    communities” at the headquarters of the Department of Islamic Affairs and
    charitable work in Dubai in Al Mamzar area, and remotely, with the
    participation of a number of scholars, researchers and specialists in Islamic
    jurisprudence from inside and outside the country .
    The forum sessions, which included five scientific sessions, were held in the
    presence of H. E. Ahmed Darwish Al Muhairi, Director General of the
    Department of Islamic Affairs and charitable Activities in Dubai, Executive
    Directors, Dr. Hamad Ahmed Al Shaibani, former director general of the
    department as a guest of honor, and some legal figures from outside the
    Department.
    The organization of the forum began with the recitation of the Holy Quran and
    then an introductory film on the subjects of Wills was shown, where the forum
    discusses a very important topic, which is the bequest of a person with a part
    of his money to those he determines from people or entities, so that his will be
    a link to his relatives and kin, and a contribution to the development of his
    community and ongoing charity in the balance of his good deeds.
    Then a speech was delivered by His Excellency Sheikh Abdullah bin Bayh,
    chairman of the Emirates Council for Sharia fatwa, in which he thanked the
    organizers of the forum and the efforts of the Department of Islamic Affairs
    and charitable Activities in Dubai, for the advancement of jurisprudence,
    especially today’s topic, which is the Sharia commandment from one person to
    another, as it is one of the commandments and Shari’a of Allah Almighty to
    believers, and ordered and urged them to achieve social solidarity between
    relatives and the dead for the benefit of the whole society .
    Professor Dr. Qutb Mustafa Sano, Secretary General of the Islamic Fiqh
    complex, delivered his speech on the topic of wills, as it is one of the topics
    discussed in the sessions of the Islamic Fiqh complex, and the importance of

this rite in the Islamic religion, as he made its resources and identified its
aspects of disbursement, and the Secretary General of the Islamic Fiqh
complex praised the holding of this forum, which in it.


During his speech, H. E. Ahmed Darwish Al Muhairi, Director General of the
department, thanked the scholars, attendees and participants of the forum for
addressing the subject of the commandment, noting that it is one of the
important things in religion, because it benefits one when meeting with the
Lord of the worlds.
Al Muhairi explained that the Department of Islamic Affairs and charitable
work in Dubai is concerned with drawing up the general policy of Islamic
Affairs and charitable Activities in the emirate of Dubai, and religious
awareness and scientific research related to religious matters that are critical
to the needs of society, so the department decided to introduce the Will and
establish this forum to discuss the Will and its Sharia provisions, because of the
impact of the will on the development of money and its permanence between
generations.
The first session of the forum was entitled (The rule of wills and their limits
legally), the second was entitled ( types of wills–Wills from a legal point of
view), the third was entitled( doctrinal developments in the section of wills )
and the fourth was entitled ( The creation, documentation, implementation
and role of wills in societies, while the fifth and final session dealt with the
impact of uterine Wills on the survival of kin ties, and models of historical wills
in Dubai and the country study and analysis .


The Will is part of a set of great legislations in Islam that relate to the use of
money and the rights due to it, such as zakat, public alms, Waqf, inheritance.
The forum aims to study the latest developments related to Sharia
Commandments and ways to address them, and to revive the year of
Commandments among people, so that a person can make up for the good he
has missed at the end of his life.
The forum’s topics dealt with the rooting of the legitimate rule of wills,
mentioning their types and studying them from the legal and legal point of
view, mentioning historical models of them, searching for doctrinal
developments in them, mentioning ways of creating and documenting wills
and finding solutions to the problems that arise when implementing them.
